The Government of Canada has launched the second phase of consultations aimed at strengthening and modernizing Canada’s federal labour relations framework. While no legislative changes have been announced, the consultation provides insight into the areas the federal government is evaluating and serves as an opportunity for employers to stay informed about potential future developments.
It’s important to note that these consultations primarily affect federally regulated employers, such as organizations operating in banking, telecommunications, interprovincial transportation, and other industries governed by the Canada Labour Code. Most automotive dealerships are provincially regulated and are not directly affected by this consultation.

The consultation period is open until August 2, 2026, after which the Government of Canada will review stakeholder feedback before determining whether legislative amendments should be pursued.
At this stage, no new employer obligations have been introduced.
For organizations operating under provincial employment legislation, no action is required. However, employers with federally regulated operations or organizations that monitor national employment trends may wish to follow the consultation process as it could influence future workplace legislation.
Monitoring proposed legislative changes before they become law gives organizations additional time to evaluate policies, prepare internal processes, and respond proactively should future amendments be introduced.
Not every government announcement results in immediate legislative change, but staying informed allows organizations to anticipate future developments rather than reacting once new requirements take effect.
